Points to three arrays of 344 pointers, laid out consecutively. Each pointer is either null, or points to a character structure.
The first array contains all targetable characters (though not necessarily within target range) sorted by distance from the player. The player is always at index 0. The other two arrays are sorted and filtered differently, and may contain characters that are no longer in the same area.
